About the Role
The Head of Compliance, reporting directly to the CEO, plays a pivotal leadership role at the College, overseeing and championing compliance across key higher education and international education frameworks. This includes, but is not limited to, the Tertiary Education Quality and Standards Agency (TEQSA), the Education Services for Overseas Students (ESOS) Act, the National Higher Education Code, and specific elements of our partnership agreement with the College.
In this influential role, you will provide expert guidance to strengthen and continuously enhance the College’s compliance and quality outcomes. You will build organisational capability and deepen understanding of quality and compliance matters across the business, supporting continuous improvement and informed decision-making. As a trusted advisor and key voice, you will help shape and sustain the College’s strong, quality-focused culture.
Success in this role requires a proactive and collaborative approach - identifying and mitigating risk, driving improved performance, and working closely with teams across the College. You will balance sound judgement with clear, high-quality communication, translating complex regulatory requirements into practical, well-understood outcomes that enable the organisation to thrive.
Key Responsibilities
You will lead on the execution of whole-of-college work on compliance with higher education requirements. Spanning the full student lifecycle, from first touch to graduation, across our Sydney campus and our transnational operations. These responsibilities include but are not limited to:
- Acting as the key contact point for the College with regulatory bodies, particularly TEQSA, and developing all College submissions to regulators, for example for program accreditation or reaccreditation, for institutional renewal, and for regulatory notifications such as material changes.
- Managing compliance with the regulatory framework, including the National Code (2007), ESOS, Higher Education Threshold Standards, the Higher Education Support Act (2003), and state-based legislation.
- Monitor and provide updates on government changes to the higher education environment. Ensure the currency of internal regulatory-related information is up to date.
- Undertaking compliance reviews across all UTS College Departments, particularly in terms of the regulations mentioned above.
- Proactively engaging across the College to develop highly informed, risk-based, prioritised annual plans. Delivering reports and presentations for the Executive team that provide a clear overview of the College’s compliance context and current state, and its relevant activities, risks, opportunities and directions.
- Providing compliance-related inputs into policy and process development, review, and improvement activities.
- Driving and maintaining strong relationships with key external stakeholders, including regulatory authorities.
- Leading engagement with Executive leadership and the Board on matters arising, ensuring issues are escalated appropriately and supported by clear analysis and recommendations.
- Acting as the “go-to” person across the College campus in terms of compliance input and advice, balancing approachability with firmness.
Selection Criteria:
- 5 years’ minimum experience working in a senior quality and compliance focused role for a higher education provider, ideally an independent (i.e. non self-accrediting) provider. University pathway experience is very highly regarded.
- Experience of significant compliance matters and submissions, for example renewal of registration
- Demonstrated understanding of, and experience in working with, the education sector regulatory framework and a keen awareness of emerging areas of regulatory focus and experience addressing those.
- High level oral communication skills, including the ability to deliver succinct and relevant management briefings, the ability to engage with and consult with staff at all levels of the organisation, experience delivering formal and informal briefings on compliance matters.
- Experience in producing and monitoring compliance and quality-related improvement plans
- Completion of a tertiary qualification or an equivalent combination of relevant experience and/or education, preferably in a tertiary education environment
