About the role

We are seeking an experienced Programme Manager to lead the coordinated implementation of the National Higher Education Code to Prevent and Respond to Gender-based Violence 2025 (The National Code) across UTS College. This role is critical to ensuring compliance, strong governance, and meaningful operational alignment as the Code continues to evolve.

Reporting to the Executive Team, the Programme Manager will work closely with the Executive Team, UTS College Board, Audit and Risk Committee and key internal and external stakeholders to drive delivery, manage risk, and provide clear, evidence-based reporting on progress and organisational readiness.

The role requires experience or an understanding of welfare, wellbeing, safeguarding, or student support environments, and the ability to apply these principles within a robust governance and compliance framework. It will suit a confident leader with strong programme governance capability, sound judgement, and a hands-on approach to delivery, able to execute key activities and navigate complex stakeholder environments.

The role is available on a 12-month fixed-term contract 3-4 days per week (negotiable), onsite at the UTS College campus in Ultimo.


Key responsibilities

  • Lead the end-to-end programme of work for The National Code implementation, ensuring alignment with legislative requirements, institutional priorities, and strategic objectives.
  • Track and manage progress against agreed milestones across all workstreams, ensuring timely delivery and early identification of risks or dependencies.
  • Support and led in the design, coordination, execution and documentation of specific actions required to meet the National Code obligations.
  • Oversee programme governance, including sign-off processes, escalation pathways, and assurance activities.
  • Liaise closely with the Executive team, Audit and Risk Committee and or Board, providing timely updates and advice as required.
  • Engage with external bodies and the broader UTS community to ensure alignment with emerging best practice and evolving expectations related to The National Code.
  • Monitor changes to the regulatory and sector landscape and assess implications for ongoing compliance and programme delivery.
  • Given the nature of the College, you will be required to take a hands on detailed approach within the working groups


About you
To succeed in this role you must have:

  • Demonstrated experience leading complex, education organisation-wide programmes in a regulated or governance-heavy environment.
  • Knowledge of Education Services for Overseas Students Act 2000 and The National Code (2018)
  • Strong understanding of programme governance, risk management, compliance, and executive-level reporting.
  • Demonstrated ability to lead and effectively manage teams, and promote a collaborative approach to the development and delivery of strategies aimed at improving student services
